When a website with a high PR links to you, your website gets a creditable boost with search engines. So if you get a link from a website that has a PR of 10(like yahoo or google) than your website gets a higher page rank from it.

Page Rank is a term/feature that was invented by Google and is a measure of the backlink condition of your web site. In theory! Google uses a mathematical equation to determine the pr of a web site. A search online will help you find that formula fairly quickly. Be warned though, if you are not good at maths, then the formula will mean nothing to you. If you are, it will help you understand how Google determines pr.
Some thoughts about pr:
- a web site can have a pr as well as individual pages of the web site,
- the pr is supposed to have an influence on search engine rankings ie. if your web site has a higher pr than another, then your web site will appear first in the results page. But this does not always happen. Some have even commented that pr has nothing to do with rankings. I tend to think it does but only along with other factors (which is why low pr sites sometimes outrank higher pr sites),
- to have your web site achieve a high pr, it needs to be backlinked to by a web site that itself has a high pr eg. if your backlinks are all from sites with pr 2, then don’t expect to get a pr 8 with your site. It will never happen,
- in spite of the controversy of pr’s, backlinks are vital to rank well with Google,
- don’t get caught up with chasing high pr … focus on getting good quality backlinks to your site.

You can verify a page’s PR value with the Google toolbar in your browser. Just enable the page rank status option and then see what the value is when you visit the page.
If a site is selling links, chances are good that Google has discounted their page rank value since that isn’t helping them promote the most relevant search results to Google users. And if the site’s contents are not of the same topic as your site the value of that link will be discounted as well.
Google and all the search engines are striving to provide their users with the best content in search results. They look to see what pages are getting the most links as an indicator of popularity and they are also looking to see what the topic is on those pages.
If you want to improve your site’s SEO (higher ranking in the relevant search results) then you need to:
1) link from your site to quality content within topic-relevant sites and
2) create quality content on your site which will encourage others linking to your site.
Don’t buy links. They can hurt you in the long run.
