ROBIN C- so does this mean that things will stay like they are now? what I am referring to is supposed to be more prohibitive to small biz. I personally do not believe it is bad as I am led to believe.

The tier system means that the site needs to be referred from other sources and sites with rankings that are higher to optimize for higher ranking.
